Bali News: Turbulent Take Off for North Bali Aviation Academy

Radar Bali reports that the much-publicized Aviation Academy being built in North Bali by PT Bali Widya Dirgantara (BWD) has not secured the required building permits (IMBs) that should be in hand before construction is commenced.

The regional government in Buleleng has, according to press reports, closed its eyes to the blatant violation of building rules. The Aviation Academy is a popular project supported by the Regent of Buleleng, Putu Bagiada, whose bureaucrats are reportedly not overly concerned with the lack of the required building permits for the instructors' housing, dormitory, classroom and cafeteria which are all reportedly more than 75% built.

Bupati Bagiada told the press that his government has already extended principal approval to the Aviation Academy. This permit, he explained, allows the investor to start building. "The IMB is the tail, what matters is the principal permission. So, the aviation school has our principle agreement and they are in the process of obtaining IMBs."

Land Issues Unresolved

Separate press reports say local residents living in the lands surrounding the Letkol Wisnu Airport at SumberkimaVillage are resisting efforts to purchase their lands in order to extend the current runway and construct of supporting facilities for the Aviation Academy.

Plans for the runway extension and related buildings will require the acquisition of 51 private homes and 28 parcels of privately held land.

Local residents are said to be resisting purchase offers tied to existing property values or current tax rates. Instead, the property owners are holding out for a higher price, refusing to surrender their lands at its current value, opting instead for a price reflecting its future value to the new investor.
