State Auditors Report Better Quality of Financial Records Keeping for Bali in 2009.

The State Audit Board (BKP) has given the Bali provincial government a "valid with some exceptions" rating for its financial reporting covering the fiscal year 2009.

The latest audit report for Bali represents a substantial improvement over the previous year's report for 2008 which earned a "disclaimer" or "no comment" rating from the BKP.

According to BKP member Rizal Djalil speaking at the hand-over of the 2009 audit report and quoted in beritabali.com, the exceptions in the report were found in the area of expenditures for education for which documentation was under supported. There were also other income streams shown in the Province's books which were not managed in accordance with the procedures set forth for the Provincial Budget for Revenues and Expenditures (APBD).

Djalil said that the manner in which the provinces assets were counted and inventoried were of concern, causing the "exception" rating to be handed down. Referring to the province's assets, Djalil said: "For (assets) lacking a certificate, we made certificates; those involving a third party will soon be sorted out."

Looking to the future, Rizal Djalil said that payments for social aid and assistance must be developed in the form of formalized programs by the government in order to avoid imbalances and jealousy between residents of competing areas.

In a separate article, Radar Bali estimated that Bali suffered losses of Rp. 17.6 (US$1.9 million) due to leakages in 2009. Administrative irregularities amounting to Rp. 178.4 billion (US$19.3 million) were also identified in Bali's most recent audit.
