Governor Pastika Questions the Domination of Expatriates in Senior Management Roles in Bali Hotels.

Bisnis Bali reports that Bali's governor Made Mangku Pastika plans to take steps to limit the number of foreign nationals working in the island's hotel industry in order to increase employment opportunities for Indonesian college graduates.

The governor explained: " The proposed limit needs further study beforehand. It also depends on the capabilities of our own graduates – especially those from Bali, graduating from domestic universities. Are they (local students) prepared to repair their character which to date has been deemed to be lacking?"

According to the governor, almost 98 percent of the general manager positions in starred hotels in Bali are filled by expatriates. The governor finds this situation disappointing on an island where there are numerous hotel and tourism schools. He sees this as an indication that the competitive quality of local graduates is poor. Because of this, Pastika thinks further study is needed to determine if this imbalance is due to inability of some other factor.

Exploring the problem further, the governor mused with the press: "Is it that the quality of our graduates who are considered unqualified or lacking in character? Do they lack work synergies? Are they considered less firm and authoritative because of the large number of holidays? All these things need to be investigated by the agencies concerned." The governor said that a change needs to be made to improve the quality of local hotel school graduates by addressing student's individual character and their work habits.

Pastika continued, "to achieve this, I will continue to push the universities to include character building in the curriculum from the moment a student enters until he or she graduates in order to develop strong work synergies and excellent skills." The governor suggested that one method to build character would be to educate the students in a specific locale or to provide boarding. He feels such an approach will help eliminate the "indulgent" nature of many students and replace it with a attitude of self-reliance.

At the same time, the governor called on places of higher education to "think outside the box" in order to stay apace with the times.
