The Tourism Workers Union (FSP Par) in Bali believes that foreign workers continue to dominate their industry sector, especially in key posts at high levels that they believe can no longer be justified.
As reported by Bisnis Bali, FSP-Par regional chairman, Putu Satyawira said in Denpasar on Tuesday, March 5, 2013: “(The foreign workers) Not only dominate, but have forgotten their responsibility to transfer technology and knowledge to local workers before returning to their native lands.”
The tourism union’s leadership says the current unfortunate situation has been fueled by the ease with which working permits can be renewed for foreign workers in Bali. The unionist says there is little coordination between the Central Government, the province and the regions when it comes to deciding whether to extend working papers.
Satyawira cited how foreigners receive permission to extend working permits with any consultation or advice with the regional government agencies in the area where the workers are employed.
“This condition is one of the reasons that income taxes are lost from foreign workers; a situation that if allowed to continue will cause losses to the regions,” he said.
Satyawira was quick to point out that his union members were not opposed to foreign workers, but only wished to see their administration and permit processes coordinated. Adding, “We need foreign workers, but their administration must be clear.”
He said that he also hoped that foreign workers would be required to follow certification programs, such as that now required of Indonesian tourism workers.
