Denpasar Officials Impotent to Enforce Green Zone No-Build Rules

(9/30/2013) DenPost reports that the signs declaring specified areas of Bali’s capital city of Denpasar as “no-build” green zones are in many cases being ignored.

The Green Zone Notices (Jalur Hijau) installed by the Zoning and Housing Agency of Denpasar (DTRP) on the left and right sides of the Peguyangan Subak (Jalan Suradipa) have proven themselves invisible and with no deterrent value to those building homes in business in violation of local zoning laws.

Large sign board forbidding construction within the green zone now stand in the middle of recently built boarding houses, workshops and two-storey luxury residences.

A visit the area along Jalan Suradipa, Peguyangan on Wednesday, September 25, 2013, proved locals pay little or no heed to warnings forbidding construction the official green zone, as seen by the large number of permanent buildings in place and the building boom underway evidenced by the large number of new structures nearing completion.

One local residents interviewed by DenPost freely admitted that all the buildings along Jalan Suradipa have been built in violation of the green zone ordinance. “All violate the green zone. The boarding houses, the workshops and the luxury homes – all are standing in the green zone,” said a man who did not wish his name appearing print. The man said the owners of the illegal structures were by people from outside Denpasar and also long-standing residents of Peguyangan.

The man asked: “Can a building that had already been constructed and has become a permanent structure be penalized by the Denpasar administration? Can a building already standing be demolished? I’d like to know if the Denpasar administration is prepared to enforce the rules.”

Meanwhile, the chief of Zoning and Planning for Denpasar, Dewa Wesnawa Wedagama, said that if there were buildings violating the green zone rules in the Peguyangan Subak along Jalan Suradipa, his office and the Denpasar Enforcement Agency (Satpol PP) would immediately take action by issuing warnings and halting all construction. Wedagama, appearing ignorant of the numerous and flagrant violating of the zoning rules in the area, expressed surprise and promised to send an enforcement team the next day to look into the reported violations.
