Governor Koster: Mengwi-Gilmanuk Toll Project Not a National Priority

The major toll road project connecting Mengwi and the Port of Gilimanuk has failed to earn a place in the list of National Strategic Projects (PSN) during the current presidential term of President Prabowo Subianto. Despite this downgrading in priority, Bali’s Governor Wayan Koster remains optimistic that the construction of the Mengwi-Gilimanuk Toll Road will continue.

The Governor says the exact routing of the toll road is still under review. “I am optimistic that the toll road is going ahead,” said Governor Koster in Bali on Friday, 07 March 2025.

The Governor said the actual routing of the toll road and its final design are still being reviewed. Koster said that because of these continuing revisions, it cannot yet be included on the national list of PSN.

The Governor said the people of Bali need the toll road project very much. Traffic traveling between Mengwi and Gilimanuk suffers continuous traffic congestion. “This road is extraordinarily congested between Gilimanuk and Mengwi, emphasizing the need for the tollway’s completion,” said Koster.

The Governor is not yet able to confirm if a private sector investor has been found to finance and complete the roadway project, reminding that a very sizeable amount of money is needed to complete the tollway. In the view of the Governor, the roadway cannot be built in stages.

Indonesia currently has 77 National Strategic Projects (PSN) for 2025-2029, which were designated as such by President Prabowo. The current 77 PSNs are divided into continuing projects (48) and “new” (29) projects.
