Beritabali.com has reported that the Regency Administration of Gianyar, on Monday, 20 January 2025, formally ordered the closure of the PARQ accommodation, dining, and entertainment complex in Ubud, Bali, in connection with its continuing and flagrant violation of several regional rules and regulation.
PARQ’s closure and suspension of business activities at its Jalan Sriwedari Number 24, Banjar Tegalantang location in Ubud is based on a formal decision issued by the Regent of Gianyar (Nomor 285/E-09/HK/2025). The decree by the “Bupati” of Gianyar instructs the Regency’s apparatus to compel the owners and operators of the PARQ Complex to cease operations.
As a follow-up to the Regency’s Decree, a formal instruction from the Regent (Nomor 285/E-09/HK/2025) to I Made Watha in his capacity as Head of the Civil Service Police Unit of the Fire and Rescue Department of Gianyar Regency directing the supervision and implementation of the PARQ closure order.
As reported by BeritaBali.com, the cessation of business activities and closure of the PARQ Ubud’s Complex has been done because the Company failed to comply with Article 19 paragraph 3 of Gianyar Regency Regional Regulation No. 15 of 2015 concerning Public Order and Community Peace and Gianyar Regency Regional Regulation No. 2 of 2022 concerning the Implementation of Risk-Based Licensing (Penyelenggaraan Perizinan Berbasis Risiko).
The Assistant Public Administrator for Gianyar Regency, I Ketut Pasek Lanang Sadia, has emphasized that the closure of the PARQ’s accommodation and entertainment complex is based on the law and local regulations of the Regency. Adding: “The closure was carried out in accordance with the Law and Regional Regulations of Gianyar Regency after having gone through several stages.”

On 04 November 2024, the Regency of Gianyar temporarily closed the PARQ Hotel-Apartment Complex in Ubud due to its alleged failure to secure the required business operating licenses. This list includes a building permit (persetujuan bangunan gedung) and a certificate of functional suitability (SLF).
The November 2024 temporary closure of PARQ followed a series of meetings with the Gianyar Regency Technical Team for the Supervision of Licenses. At the 2024 meeting, the PARQ owners failed to show the basic permits required and agreed to cease operations until the owners obtained the required permits.
On its official website, PARQ gazettes itself as “The City of the Future” and offers accommodation, apartments, co-working space, a concert venue, personal growth and wellness services, and several dining options. PARQ Ubud boasts 65,000 square meters of infrastructure, more than 100 luxury villas and apartments, a 1,500-person capacity concert hall, a 950 square meter gymnasium, the largest swimming pool in Ubud, a luxury spa, meeting rooms and co-working space, and nine restaurants.
Kompas.com has described the 4.5-hectare PARQ as “a bit of Moscow in the island of the Gods” due to its popularity with Russian residents based at the faculty, with less kind-hearted descriptions on Social Media that have branded the property as a “Russian Village. “
